This is a project in which Public Finance Management in the Context of the COVID-19 Pandemic documented its management for WHO in Angola. The project consisted of a report documenting the response to the COVID-19 pandemic in Angola between 2020 and 2021 from a Public Finance Management perspective.
It was an extensive analysis, based on government data, of the total cost of public expenditure as a consequence of the pandemic, the different sources of funding (namely government funding, loans and grants) and how the money was allocated. It studied how the response to the pandemic was integrated into the general state budget and the implementation of the expenditures related to this response.
Finally, the report also covered the aid provided by UNICEF and the social impact of public spending – focusing specifically on Social Welfare measures and national vaccination coverage against COVID-19.
